Lecture in club of Polish National Fund

12th meeting of club of The National Fund for Environmental Protection and Water Management was held on 28 January in Warsaw. Dr Damian Panasiuk presented lecture “Scenarios for heavy metals emission reduction in Poland and Europe to 2020. Cost-benefit analysis”. Results of projects realized by NILU Polska, concerning scenarios of mercury and other heavy metals emission and its economical aspects was published: projects financed from 5 EU Framowork Programme (MERCYMS) and 6 FP (ESPREME, DROPS, HEIMTSA), called by UN Environment Programme (GLOMER , UNEP-CBA, GLOCBA-SE) and called by Chief Inspectorate of Environmental Protection and financed by NFOŚiGW (MERCPOL – Cost-benefit analysis of mercury emission reduction in Poland for human health and environment).

The National Fund for Environmental Protection and Water Management (NFOŚiGW, hereinafter the “National Fund”) was founded in 1989. Together with the Voivodeship Funds for Environmental Protection (WFOŚ) – it forms the backbone of the system for financing environmental protection projects in Poland. Club of NFOŚiGW is forum for change of opinions and discussions on the most interesting and newest subjects from environmetal protection. Cyclic lectures (once a month) is base for these discussions. 40 years of Norwegian Institute for Air Research

For celebrating of 40 years of foundation of NILU, anniversary symposium was held on 15 October in institute in Kjeller. Almost one houndred institute employees and guests collected in auditorium of new constructed part of building. Honourary guests of celebrations – Minister of the Environment of Kingdom of Norway Erik Solheim, chief of Norwegian Research Council Arvid Hallen and director of Norwegian Pollution Control Authority SFT Mrs. Ellen Hambro congratulated successes.

Anniversary lectures were delivered by Mrs. Elisabeth Walaas (State Secretary in the Ministry of Foreign Affairs) – “The high North and the way forward (The Government’s strategy for the Northern areas)”, prof. David Fowler (CEH ) – “Air pollution, climate change and ecosystems. Interaction at all scales”, dr Marcus Amann (IIASA) – “Mitigating air pollution and greenhouse gases. CO2-benefits and future trends” and prof. Jozef Pacyna (NILU) – “The role of science in the to policy making. NILU contribution to a global mercury ban.”.

Kari Nygaard is new Managing Director for NILU

The Board of Directors of NILU decided in May 2009 to offer the position of Managing Director of NILU to Dr. Kari Nygaard. Dr. Nygaard has accepted the position and will start on October 1st 2009.

In its work to select the new director, the Board had three main criteria: leadership qualities, an understanding of research and ability of do administrative work and create and maintain a network of contacts. There were many excellent applicants, and the final choice fell on Dr. Nygaard who fulfilled all three criteria in an excellent manner.

Because NILU is one of the larger research institutes in Norway, the Board considered it important that the new managing director had strong scientific background and made important scientific contributions in his/her career. As for all research institutes, NILU faces important challenges in the near future. The Board of Directors decided to select a person from another research organization who could bring in a new perspective to NILU’s activities, and who, at the same time, would focus on increasing NILU’s competence, NILU’s financial position and NILU’s national and international recognition.

Kari Nygaard has an inspiring leadership and management style, and received excellent references on her earlier work, both as a researcher and as one of the managers in the research institute NIVA. She has wide research experience, both in Norway and abroad, and spent several research periods in Australia. She has also been a key actor in several cooperation projects and constellations.

The Board of Directors is convinced that she will be able to lead NILU to even greater recognition and services to society, and that she will be an active leader, both internally, on the national scene and internationally.

Kari Nygaard started in NIVA in 1988, and became research manager in 1997. She defended her doctoral thesis in 1991, within the marine microbiology expertise field, at University of Bergen. She has long experience with international environmental work, including international conventions, EEA-, EU- and aid projects. She has been on the Board of three research programs of The Research Council of Norway, including the leadership of the program “Sea and Coast”.

Seminar “Economic analysis in water management”

On 8-9 May 2009 representative of NILU Polska taken part in seminar „Economic analysis in water management” on Cracow University of Economics. Seminar was organised by Section of Economics of Water in Polish Association of Environmental and Resource Economists. Presentation of results of works from economics of water using and protection provided in last years was goal of seminar.

On seminar dr Damian Panasiuk presented lecture „Cost-benefit analysis of water reservoirs”. Ecological taxes in water management, methodes to assessment of efficiency of water supply and sewage disposal projects in Poland co-financed from international sources, impact of piped water consumption decrease on water prices and analysis of industry water absorption by input-output analysis were other subjects of seminar.
